Kenneth Quinn, Jennifer Trock bring extensive industry knowledge
Baker McKenzie announced today the addition of Partners Kenneth Quinn and Jennifer Trock, a preeminent aviation and drone team based in Washington, DC. Ken will serve as Chair of Baker McKenzie’s Global Aviation Practice, and the two will jointly lead the Firm’s newly formed Unmanned Aircraft Systems (UAS) multidisciplinary team.
“Aviation and drones are rapidly transforming the way we travel and do business,” said Ken, who formerly served as Chief Counsel of the Federal Aviation Administration (FAA) and Counselor to the Secretary of Transportation in the first Bush Administration, and currently serves as General Counsel of the Flight Safety Foundation. “We’re ready to reach new heights with our global clients, and are thrilled to join Baker McKenzie’s deep bench of talented practitioners.”

The pair join Baker McKenzie from Pillsbury Winthrop Shaw Pittman, where Ken long served as head of the firm’s highly ranked aviation, aerospace and transportation practice, as well as head of its leading UAS practice — the oldest of its kind in the country. The most recent Chambers USA rankings put their aviation team in “Tier 1.”

- Private equity and hedge funds in public-private partnerships for airports
- Aerospace OEMs and suppliers on crises management and other matters, including many high-profile security incidents, global accident investigations, certification, enforcement, contract, and arbitration matters.
- Maintenance, repair, and overhaul companies, and fixed-base operators, in acquisition, accident investigation, and competition matters
- Aircraft lenders and lessors in finance, international, and regulatory matters
- Online travel and distribution companies in compliance issues
- Real estate and other developers in airspace hazard issues.
Ken and Jennifer are the latest in a series of recent prominent lateral hires to join Baker McKenzie in Washington, DC. In recent months, former DOJ Antitrust prosecutors Creighton Macy, Craig Lee and Mark Hamer have joined, as well as FDA regulatory attorney Jur Strobos and policy/regulatory practitioner Rod Hunter.
Overall, Baker McKenzie has added more than 40 lateral partners in North America in the last two years across all of its North America markets and practice groups, as it further strengthens its capabilities in the US and Canada.

Ken Quinn received his B.S. from Northern Illinois University and his J.D. with honors from DePaul University College of Law. Prior to joining Pillsbury in 1993, he served as Chief Counsel of the US Aviation Administration, as well as counselor to the US Secretary of Transportation.
Ken has held high-level positions in industry associations and currently holds several high-profile positions, including serving on the Flight Safety Foundation’s Governing Committee as General Counsel and Secretary since 2004. In 2015, he was elected President of the International Aviation Club of Washington, DC. He was elected to serve as Vice Chair of the International Civil Aviation Organization’s Task Force on Safety Information Protection. He has served as Chair of the ABA Forum on Air & Space Law, and served as Editor-in-Chief of its publication, The Air & Space Lawyer, for 13 years. About Jennifer Trock
Jennifer Trock received her B.S., cum laude, from Wheaton College and her J.D. from the University of Notre Dame Law School.
Prior to joining Pillsbury in 1998, Jennifer was an Assistant Corporation Counsel for the City of Chicago, where she advised on numerous regulatory matters, including airport security regulations, noise compatibility issues, airport grant assurances, federal funding, airport use and lease agreements, competition issues, ACDBE and DBE matters, and contracts.
Jennifer serves as the Chair of the American Bar Association’s Forum on Air and Space Law’s Committee on Drones. She also serves as sponsorship liaison for the Forum, a position she has held for the past several years. Jennifer is on the Board of the International Aviation Club, and is active in the International Aviation Women’s Association. She has been ranked repeatedly in Chambers USA. She serves on the Board of Food & Friends, a DC-based non-profit dedicated to providing meals, groceries and nutrition counseling to people living with life-challenging illnesses.
